NATIONAL AUDIT OFFICE

 

The National Audit Office scrutinises public spending on behalf of Parliament. It reports to the Public Accounts Committee and is totally independent of government. The role of the NAO is to audit the accounts of all central government departments, agencies, and other public bodies, reporting to Parliament on the economy, efficiency and effectiveness with which they have used public money.

Thursday 19th May

Drive to reduce spending on agency staff

A scheme to reduce NHS spending on agency staff was announced today by Health Minister Lord Warner. He has welcomed the launch of the Reducing Agency Costs Project, a scheme that brings together 30 NHS Trusts from across England. The project, led by South West London Strategic Health Authority and NHS Professionals, aims to reduce participating Trusts’ spending on agency staff by drawing on good practice from across the country. Last year the NHS spent just under £1.45 billion on agency staff, which accounted for 5.06 per cent of the total NHS spend on pay in England.

Football improves the health of the community

A new guide published today demonstrates how health and football professionals are working together in local communities to promote physical activity and healthy living. The Football and Health guide will be launched at a conference that focuses on the power of sport to engage local communities.

Second hand smoke campaign launches

New research shows that almost half of all teenagers often experienced adults smoking around them when they were younger. Yet 60% of adults who smoke admit they disapprove of smoking in a room or a car with children. Released to coincide with the relaunch of NHS adverts that highlight the dangers of smoking near children, the poll also shows that 45% of those questioned would have preferred it if family members hadn't smoked near them. Smoking in a confined space such as a room or a car exposes children to a higher concentration of second hand smoke than in other environments. Children are still at risk in a room where someone has recently smoked, as 85% of smoke is invisible and odourless. Second hand smoke has been linked to bacterial meningitis, asthma attacks and other breathing difficulties, and an increased likelihood of cot death.

 

Monday 23rd May

Clear rules set out for electronic patient records

New rules will ensure patients keep control over access to their health records in databases to be launched next year, Health Minister Lord Warner has announced. Lord Warner published the Care Record Guarantee, setting out the rules governing information held in the NHS Care Records Service - a nationwide patient health record system - which will begin rolling out across England next year.

Wednesday 18th May

Controlled drugs poorly administered at NHS drug dependency unit

The Healthcare Commission has called for significant and urgent improvements to the management and administration of controlled drugs, at an inpatient drug dependency unit run by Bolton, Salford and Trafford Mental Health Trust. The investigation was triggered by serious concerns regarding a number of errors in the administration of controlled drugs, such as Methadone, at Kenyon House in Prestwich, Manchester.

 

Tuesday 24th May

Study reveals high levels of violence in mental health and learning disability units

High levels of violence in mental health and learning disability inpatient facilities in England and Wales are revealed in a national study conducted for the Healthcare Commission by the Royal College of Psychiatrists.

The National Audit of Violence in mental health and learning disability services found that one in three inpatient service users have experienced violent or threatening behaviour while in care, this ranges from raised voices and verbal aggression to the much rarer use of a weapon to threaten or attack.

Thursday 19th May

List of Divergences from Resource and Accounting Manual  

Monitor published the Financial Reporting Guidance on 12 April 2005. The guidance was subject to final clearance from HM Treasury. This has now been obtained. The Financial Reporting Advisory Board (FRAB) has also approved the list of divergences from the Resource and Accounting Manual.

APHG PARLIAMENTARY BIOMEDICINE SURVEY LAUNCH

Tuesday 14th June

 

Speaker: Jane Kennedy MP, Minister of State for Health with responsibility for genetics. Chair: Baroness Julia Cumberlege

 

The project has assessed the perceptions and attitudes of parliamentarians towards biomedicine and the biomedical sector and provides a valuable insight into how MPs and Peers understand the science, potential health benefits and wider social and economic implications of this emerging area of medical advancement.

 

Jane Kennedy MP, Minister of State for quality and patient safety with responsibility for genetics and biotechnology, will detail the Department of Health’s support for and policies toward new and emerging biomedical technologies and Baroness Cumberlege will chair the meeting.

 

THE FUTURE OF THE NHS

With Sir Nigel Crisp, Chief Executive of the NHS. Chair: Baroness Julia Cumberlege

 

Sir Nigel will discuss the future of the NHS in light of his reports, the recent Chief Executive’s Report to the NHS and Creating a Patient-led NHS, which detail progress of The NHS Plan since 2001 and future plans. Sir Nigel has been hugely influential in the reforms being implemented and this meeting presents an excellent opportunity to hear about the future direction of the NHS from its Chief Executive and key ideas that will guide health policy over the coming term.
