Major Developments (17th – 21st November 2003)
The Health
and Social Care (Community Care and Standards) bill has finally
been passed by both Houses of Parliament and is set to become law following a
week of Parliamentary wrangling. The saga drew to a close on Thursday
afternoon, when the bill was given royal assent, before Parliament prorogued
on Thursday evening.
The Government’s majority on the issue was
reduced at one point to 17, prompting opposers of the Bill to draw attention
to the ‘West Lothian Question’ – The right of Scottish MPs to vote on an
issue which will not affect their constituents.
Key concessions, including a review of the
Bill in 12 months, were granted before Conservative peers withdrew their
opposition and the Bill was passed on Thursday. Although Peers said the Lords
was acting to preserve hard-won amendments and to respect its constitutional
role as the amending chamber,
rumours abounded that a deal had been made which saw the changes in
the Criminal Justice Bill, particularly over the right for trial by jury,
‘exchanged’ for Foundation Hospitals.

The APHG
AGM was held on Thursday morning. Dr Richard Taylor MP and David
Amess MP, both of whom sit on the Health Committee, were duly elected as
co-chairs, joining the existing Officers Baroness Cumberlege, Baroness
Masham, Sandra Gidley MP, Dr Howard Stoate MP, (co-chairs) Patrick Hall MP
(secretary) and David Drew MP (treasurer). Minutes of the meeting will be
