Parliament
returns this week from Easter recess. The
APHG is due to host 3 excellent meetings over the next 3 weeks, looking at
three very topical areas: NHS Purchasing and Supply Agency (PASA) Breakfast Briefing with Duncan Eaton, Chief
Executive Chaired by Sandra Gidley MP Dining Room A, House of Commons Tuesday 27th April 2004 8:30am –
10:00am APHG
Advisor Duncan Eaton, the chief executive of NHS PASA, will give Parliament
and the APHG an update on the work of PASA and answer any questions. PASA
published its annual business plan earlier this months, which can be accessed
from both Ministerial Statements and Department of Health below PASA
is the centre of expertise, knowledge and excellence on purchasing and supply
matters in the NHS. An integral part of the Department of Health, the NHS
Purchasing and Supply Agency is the key advisor on policy and the strategic
direction of procurement, and its impact on developing healthcare, across the
NHS. However,
PASA is not just as an advisory and co-ordinating body, but also an active
participant in the ongoing modernisation of purchasing and supply in the
health service - the agency contracts on a national basis for products and
services which are strategically critical to the NHS, and in cases where
aggregated purchasing power will yield greater savings for NHS than
contracting on a local or regional basis The
Agency’s ultimate target is to release money that could be better spent on
patient care by achieving purchasing savings and improving supply performance
across the NHS NHS National Programme for Information
Technology: Implementation Phase Breakfast Briefing with Richard Granger,
Director General and Prof Aidan Halligan, Deputy Chief Medical Officer and

10:00am Perhaps
the most ambitious public procurement programme for IT ever attempted in the
UK, the National Programme for IT successfully completed its procurement
phase on target in April, and now moves into its implementation phase. For
the fourth meeting in a series to keep Parliament and APHG members fully up
to date with the Programme, the APHG is delighted to be joined by both
Richard Granger, who is responsible for the successful implementation of the new IT systems across
the NHS, and Deputy CMO Aidan Halligan, who was recently appointed as
joint-DG with the repsonsibility to lead on work engaging doctors and other
clinicians, to ensure that NHS IT is user friendly. Richard and Aidan will discuss the conclusion of the procurement process
and the strategy for implementation, outline how the new systems will be
rolled out across the 5 national regions in a manner to engender maximum user
buy-in, and answers any questions ‘Securing Good Health for the Whole
Population’, an overview
with Derek Wanless, HM Treasury Breakfast Briefing with Derek Wanless, HM
Treasury. Chaired by Howard Stoate MP Dining Room B, House of Commons Wednesday 12th May 2004 8:30am –
10:00am ‘Securing Good Health for the Whole
Population’ is the second Wanless report commissioned jointly by the
Department of Health, HM Treasury and the Cabinet Office. As with his first
report ‘Securing our Future Health’ which was published last year, Derek
Wanless is delighted to join us discuss his findings with the APHG and
Parliamentarians. ‘Securing Good Health for the Whole
Population’ has brought into clearer focus the lively public debate on public
health, giving rise to an ongoing DoH consultation, which will culminate in a
White Paper on Public Health Health Secretary Dr John Reid and
Chancellor Gordon Brown have already indicated that the findings of the
report are an important contribution to the debate in Cabinet, and will play
a central role in determining future policy on public health, an area
identified by Government as a key priority. The
breakfast briefing is an excellent chance to gain an insider view into the
report and discuss the findings with its author, and of course is a valuable
insight into and indicator of future Government policy, at a time when public
health issues such as smoking and obesity ride high in the political and

development secretary Hilary Benn delivers a speech on public health in the
21st Century on the opening day of the World Congress on Public Health. Labour MP Bob
Blizzard - Adjournment debate: Health and safety of shop workers. Tuesday 20th April The Commons health
committee publishes report on elder abuse. Lord Harrison (Lab)- Starred
question (Lords): How the government is planning to mark Parkinson’s
Awareness Week, and what plans it has to help those suffering from
Parkinson’s disease in the coming year. The all party
parliamentary group on beer meets to discuss the National Alcohol Harm
Reduction Strategy. The all
parliamentary group on DVT-awareness AGM. Wednesday 21st April John Barrett MP -
Westminster Hall debate: Global control of tuberculosis. All party group on
depression to be launched at the House of Commons. Thursday 22nd April Health secretary John
Reid makes an announcement on grants to accident and emergency departments. Speakers at the World
Congress on Public Health, being held in Brighton, include social exclusion Oliver Heald MP -
Adjournment debate: Safety of acute mental health units All party group on
obesity AGM. Health Committee
evidence session: Palliative care. Evidence from MacMillan Cancer Relief,
Help the Hospices, the Association of Palliative Medicine, Marie Curie Cancer
Care, and the National Council for Hospice and Specialist Palliative Care. Baroness Masham of Ilton
(C/B) Starred question (Lords) New arrangements for commissioning of
specialised treatments in the National Health Service. Baroness Gould of Potternewton
(Lab) Starred (Lords) - What actions are being taken to ensure more student
midwives qualify and enter the profession in view of the decline in the
number of registered midwives. Friday 23rd April
The Smoking in Public Places (Wales) Bill
