Major Developments (4th – 8th July)Health Select Committee Further to reports that Kevin Barron MP, (Labour, APHG Meeting – NHS Connecting
for Health Richard Granger, Chief Executive, and Richard Jeavons, Director of Service
Implementation, will address the group this week with an update on the

please see below. Healthcare Commission report on
Foundation Trusts The Healthcare Commission this week published its report on the
progress of Foundation Trusts. The report states that Foundation Trusts have
made hospitals more responsive to local communities and accelerated
investment in patient care. However it also points out delays in
development due to problems over the future direction of foundation trust
policy, significant changes in financial arrangements and the need for

The National Audit Office scrutinises public spending
on behalf of Parliament. It reports to the Public Accounts Committee and is
totally independent of government. The role of
the NAO is to audit the accounts of all central government departments, agencies,
and other public bodies, reporting to Parliament on the economy, efficiency
and effectiveness with which they have used public money. Department of Health and National Health ServiceKey issues from the Department of Health and NHSTuesday 5th July Chief Executive of NHS Blood and Transplant
appointed Martin Gorham OBE will be the first Chief
Executive of the new NHS Blood and Transplant (NHSBT). NHS Blood and
Transplant will be established on the 1st October this year. It will combine
and replace the roles of the National Blood Authority and UK Transplant, with
a remit of increasing the quality, safety and supply of donated blood, organs
and tissues and increase the effectiveness and efficiency of blood and
transplant services. Tuesday 5th July Helping people without capacity make choices A consultation has been launched to assess a new service, the
Independent Mental Capacity Advocates (IMCA), which will support vulnerable
people by ensuring their wishes are heard. The
IMCA service was created as part of the Mental Capacity Act 2005 and is
planned to come into effect in April 2007. Tuesday 5th July The Department of Health this week
responded to the Healthcare Commission report on Foundation Trust Hospitals.
Secretary of State Patricia Hewitt described the outcome of the review as encouraging
and highlighted the progress of Foundation Trusts in developing new services
and improving accountability. Wednesday 6th July Improvements to BCG vaccination programme Changes to the BCG vaccination programme
have been announced by the Chief Medical Officer, Sir Liam Donaldson.
Following advice from the Joint Committee on Vaccination and Immunisation
(JCVI), a new programme of targeted BCG vaccination will identify those most
likely to catch the disease, especially in those living in areas with a high
rate of TB or whose parents or grandparents were born in a TB high
prevalence country. This will replace the current programme, which is
