Chancellor’s Pre-Budget
Statement – Monday 5th December
Chancellor Gordon Brown has stated in his Pre-Budget
Report that NHS pay must be based on the government's 2% target for
inflation. He said that he was determined to keep public sector pay under
control and that Health Secretary Patricia Hewitt would recommend the cap on
pay rises to the Pay Review Body. For full details of the report, please click here.
NHS Deficit
The Secretary of State for Health, Rt Hon Patricia
Hewitt has published in-year financial forecasts for each NHS trust, PCT and
SHA, which show that half way through the financial year NHS bodies are
forecasting a net deficit by year-end of around £620 million. The Health
Secretary pointed out that the decision to publish these figures was intended
to increase transparency and to make it clear that inefficiency and poor
financial management in the NHS are not acceptable. For full details please click

Regulation of the Independent Healthcare
Sector
The Healthcare Commission has set out
proposals to improve the regulation of the independent healthcare sector. The
Commission aims to ensure equivalent standards and assessments in the NHS and
the independent sector by 2008. Currently assessments of independent
healthcare providers are based on an annual single inspection. For full

Monday 5th December

House of Commons - Jamie Reed MP introduces a debate
on the future of health services in West Cumbria.
Tuesday 6th December
Health Select Committee – Expenditure of the Department
of Health. Evidence will be heard from Rt Hon Patricia Hewitt MP, Secretary
of State for Health and Department of Health officials.
House of Commons - Paul Burstow MP introduces a
debate on medicine reviews for older people.
Standing Committee E - Health Bill has its first day
committee discussions.
Second standing committee on delegated legislation
discusses the draft NHS (Dental Charges)
Regulations 2005.
Royal College of Physicians - publishes a report on medical professionalism.
Wednesday 7th December
Sir Nigel Crisp, NHS chief executive - publishes
annual report, which coincides with the release of the annual hospital
episode statistics.
The King’s Fund publishes a report on NHS
finances
Thursday 8th December
House of Commons - there is an estimates day debate
on the regulation of the pharmaceutical industry. See Business of the House for further details.
House of Lords - Baroness Harris of Richmond
asks the government what plans they have to improve the level of NHS dental
provision in North and East Yorkshire.
Standing Committee E - Health Bill discussed.
Work
and Pensions Committee - Inquiry into Incapacity Benefits and Pathways to
Work. This evidence session will take place away from Westminster at The Council House, Corporation Street, Derby. Evidence will be heard from
Employers Forum on Disability, ERSA (Employment Related Services
Association), Working Links, Wise Group, Shaw Trust, and Mencap.
House of Lords - The Baroness Masham of Ilton will
ask Her Majesty’s Government what plans they have to ensure that there
are sufficient changing, laundry and showering facilities for staff in National
Health Service hospitals
House of Lords - The Baroness Harris of
Richmond will ask Her Majesty’s
Government what plans they have to improve the level of National Health
Service dental provision in North and East Yorkshire
House
of Lords - The Lord Hurd of Westwell will call attention to education and
health in prisons; and to move for papers.
Friday 9th December
EU health ministers hold talks in Brussels, chaired by
Patricia Hewitt. Items on the agenda include the human health implications of
pandemic flu.
